As a level 68rdm, this is always the first spell I cast in any fight, and I usually run ahead of the PT a little, so that when the puller brings the mob, I try to stick Para before it gets to the PT.
How often the mob is paralyzed and how long it lasts depends on your MND and Enfeebling skill, once you've gotten the spell to stick. (After 60-65 mobs are notoriously harder to debuff ><)
What Paralyze does, as stated before, is basically a coin-toss on whether the mob will be paralyzed.
As to what can and can't be paralyzed (applies to both mobs and to players).
1: Regular swings can be paralyzed.
2: Regular magic casting can be paralyzed. I was soloing a worm in Kuftal Tunnel and got silenced and bound, worm tried to Quake me and got paralyzed.
However, magic can be recast immediately if paralyzed if you are using a macro. If you cast from the spell list, you have to wait for the standard recast timer.
3: Job abilities can be paralyzed. This includes your 2-hour, so try not to use 2-hour if you're paralyzed. Once, to my horror, Eagle Eye Shot was paralyzed T.T.
Job abilities cannot be recast immediately with a macro, no matter how you look at it, you have to wait for these to cool down if they get nailed by paralyze.
4: Use of items can be paralyzed. Also, if you are paralyzed when you use the item, you lose the item. I know this for fact, I've lost a dark cluster because of paralyze, and when I was also silenced once, I used my only remaining echo drops and lost them. Please please please do not learn your scroll of Erase if you're paralyzed when you hit the level! @.@
5: Weaponskills can NOT be paralyzed. (At least I have never seen it happen to date). This goes for both you and mobs. WS's, I seem to recall, CAN be intimidated. I'm not 100% on that, but I believe I saw a Weapon try to use Whirl of Rage and get intimidated (same effect as paralyze) when I was soloing it as DRK.
That's all I can think of that Paralyze effects. I have not, to date, tried synthesis while paralyzed, but I have no intention of trying either. I suppose it might come in handy to know, for all those mages who synth their own juice on the battlefield, so if anyone wants to see if it does, get yourself paralyzed, then go level cooking on carrot broth or something (1 water crys, 4 sandy carrots).
