I'd disagree. While it's not at all helpful in damage mitigation, it's really only useful if you're tanking (or soloing). For one thing, hate has to be on you, the mob hitting you, for it to take effect. For another, it provides full TP return (unlike counter), at least most of the time (I've seen it provide full TP return sometimes, other times I'm not so sure), plus it's essentially an extra hit for damage to add to your hate buildup.
In other words, if you're not tanking (for PT or for yourself), there's really no point in even activating the skill, unless of course you're pulling hate from the main tank.
A real Warrior is never forced to tank. If you don't wanna tank, stop playing Warrior.

Wrong. As long as you are in a party, tanking or not, use Retaliation. I can see not using it if you are pulling. But Retaliation only adds to your DoT, thus making you a better DD.

Again, not correct. Retaliation works as long as the mob is in your front arc and lands a hit on you. I have retaliated counters before.

No, it does not increase your DoT because it doesn't do anything if the mob isn't hitting you!
And if you're retaliating counters, you're an idiot making your healer's job harder. You aren't retaliating every counter, so you're taking much more damage then you're putting out. It's not worth it.
True words indeed. If you're not main tanking and you're fighting a mob with counter, why the hell are you in front of it in the first place. Sure you can retaliate counters, but as Aravexis said, you're not gonna retaliate every counter, so by being in front, you're just taking extra damage that the healer has to worry about. If you have half a clue you know better than to stand in front of a countering mob. Sure, keep retaliation up, in case you pull hate, but don't rely on it to increase your DoT, especially not when that means you're taking damage you have no right to be taking.
