When Fei-Yin was crowded with other people going after Droma for en-spells, I hoped that this might also drop from Clockwork Pods since there were plenty of those unclaimed. Nope. After I fought a bunch with no drop, I moved on to Droma and got Enfire II from the third one. Woot!
edit: Also, Macchi Gazlitah (Ru'Lude Gardens H-9) sells these scrolls, apparently.

i went for this last night with a friend and his woman. drops in fei'yin from the dromas. crapy drop rate but we got 2 in about 30 mins. hope this helps anyone.

ok so i'm waiting on update to finish it's been like 4 hours and i still got like 2hr's to go. but i wonder if you'll be able to buy this in jueno or have to quest it. oh well guess we/i have to wait.
