You can submit a comic idea and Usagichan will draw it. That's what has been happening lately.

They are using "Moogle Wagon," the same way we have a "Mog House" (house of storage tended to by a Moogle), Mog Safe, Mog Satchel, etc. It's like a Moogle Purse or Moogle Wallet.
The black mage means "Moogle Wagon" as in the way Chocolate Cake contains Chocolate.
