FFXI options listFollow

I plan to rejoin the game after a long absence. Looking at my SquareEnix Account page I can see my old character with status 'Cancelled'. As I'm looking to start afresh is it piossible to leave my original character as 'Cancelled' and just buy a 'new option' to start a new character? Or would this reactivate my original character as well and bill me twice? Really confused.
