I expect they will go down significantly during the campaign. You aren't the only person on the server with a bunch of mules.

This is the first time that I can remember when they don't have returning Trust ciphers available.

Seems like what they are doing is putting old trust ciphers on the red mog pells; it's probably not all of them, but I noticed that a lot more are being offered through those than there used to be.
