Returning Player - Can't get rid of the constant stutteringFollow

Hi!
Wow, thats a long time I made the last post here. Anyway, I was an active FFXI player 2004-2007 and also played XIV 2010-2014. Now I want to play FFXI again and enjoy the story they added after I left. So I bought the Ultimate Collection, made a fresh install and reactivated my old characters. Everything was still there :)
Unfortunalety, I'm experiencing an annoying stutter effect in the game. I recorded a video of it: https://youtu.be/DOu6NmOZ9Gg

My system is an Alienware M17x R4, GeForce 680M, 12GB RAM, Win7 x64, nVidia Driver 359.00. Internet is 25Mbit down / 5 Mbit up VDSL and since the stutter is so constant, and the fact that' I'm running even GTAV fine on that machine, this can't be a performance issue.

After a bit of googling I found out that this problem is a common one. There are a lot of posts, and a lot of different solutions that worked for the people. I tried all of them, and nothing fixed it for me.

This is what I've tried so far:
- Testing with and without windower (and with and without "unlimited" plugin which removes the 30fps cap)
- Playing around in the SE config tool (Fullscreen / Borderless, Texture resolutions, Graphic stabilization etc.)
- Playing around in the nVidia settings, especially with vsync on and off
- Force it to use the nVidia GPU / Force it to use the Intel Integrated Graphics
- Exiting all unnecessary programs, especially antivirus
- Unplugging all USB devices except the ones I really need
- Disabling QOS in the network settings
- Disabling all network devices except the one where the internet is coming from :)
- Disabling all unnecessary HID devices in the device manager
- Set Process to only one CPU Core
- Run as Admin

The stuttering always stays constant exactly how it is in the video. Maybe someone has got another idea what I can try.
(Edit: Added stuff I tried)

The only things that i can think of that you haven't done is:

Do a complete uninstall/reinstall
Make sure you are using the correct POL version (i.e. POL win7 version)
Make sure you have the correct DirectX component installed. (DirectX version 8.0 i believe) (Having DirectX 11 installed does nothing for this)
Could also try running it in compatibility mode.

You can maybe try asking the same thing on FFXI Reddit. They're probably the most active place regarding the game, especially with their Asura LS. The only thing that seems to come up often is disabling HID devices in the device manager and you've already done that.

Thanks. I will test out a complete reinstall. The reason why I didn't do it yet is because this actually is a fresh install I did thursday. But I could still try installing it on my SSD... After freeing up some space... duh
My Linkshell friend also recommended me trying Reddit. Will make a post there if the reinstall doesn't help.

XI occasionally doesn't play nice with certain virus scanners and firewalls. Try disabling those to see if it's related.

In-game, try disabling weather effects, footstep effects, and perhaps lowering shadow quality.

Gamepad conflicts are also occasionally a thing. I've never used one for XI personally, but there are some settings you can tweak even if you just leave one plugged in but otherwise use your keyboard.

Not ideal, but could try a retro-driver for your video card. Which one? Dunno. x.x

Oh god, I finally solved it. It was my LAN card! When I deactivate it and use Wifi instead, everything works fine >_>

Well, glad you figured it out. That would of driven me nuts having to try and play like that. It's insane what affects this game, it's getting almost impossible to troubleshoot.

I had a problem where if I didn't force shut down the game after a version update the only possible way to get the game to run again would be through a system restore. A lot of other people faced similar problems on google and nobody could find a working solution. Since force shuts downs or die was my only option, that is what I did >.>

One of the reasons I don't want to come back is mainly due to how painful it is to reinstall and deal with POL.
