It really depends on how your ISP assigns IP addresses, but simply leaving your modem and router unplugged will
probably not work if its just for a few hours. The above poster's explanation is quite good, however it does again depend on how your ISP assigns addresses.
In order to guarantee a chance in IP address, you either have to call your ISP and have them change it manually, or change your MAC address manually to "trick" your ISP's DHCP (the server that assigns IP's) into assigning a new address.
(MAC addresses by the way are the identifying codes associated with routers, ethernet cards, etc. They're like apartment numbers within a building; they help servers identify where information goes.)
Changing the MAC address is pretty simple really. You can follow the instructions people have linked everywhere lately, but it basically involves "dialing in" to your modem through a web browser on a physically attached computer--i.e. one attached via a cable and not one that accesses wirelessly. Once in, you alter the MAC address and then reboot everything.
Only downside is that the new IP address could be just as bad. It might take you several tries to find an IP that works. I got lucky. My first try found me an address that has no issues.
