If I have lvl 110 cooking, how high can I level other crafts (like alchemy and bonecraft) before it takes away from my cooking?
70 is maximum sub level crafts for now.

No, you couldn't do that.
Before the cap increase, you had 40 levels to distribute among all of your crafts (excluding fishing), and you dipped into those 40 levels when you went above 60.0. Since they increased the cap, it's still 40 levels. But you don't start dipping onto that pool until you go above 70.0. To get Leathercraft to 110, you would need to use all 40 levels for Leathercraft. You could do 100 Leathercraft with 80 Clothcraft. But 110 Leathercraft and 80 Clothcraft would require 50 levels above the level 70 threshold.

Yes, you can raise all your crafts to Artisan with no problems now.

Just clarification:
The crafting caps are not based on rank, but on skill. You can increase your crafting rank to Artisan, but generally, most people will leave it at craftsman. In my experience, I will occasionally make items that are above my skill level and by staying at the lower rank, you prevent any chance of receiving skill ups.
Example: Tiger Leather
Requires lv61 Leather, but I already had a lv100 craft. If I raised my rank to Craftsman and made the leather, I'd possibly see a skill up, bringing my leather skill to 60.1 and lv100 down to 99.9.
(This is when crafting cap was 100/60, I don't have a good example at 110/70 on hand.)

I recently decided to switch crafts from Alchemy to Clothcraft. Smithing, goldsmithing, and leather subs aren't 70 yet, so I figured I could get pretty high on cloth before Alchemy started deleveling. I was wrong. When I went to do my rank test for Adept (78-80), I was forced to choose between crafts. When I chose clothcraft, my alchemy skill was immediately deleveled to level 70 craftsman.

You didn't read the messages close enough. When you take the rank up test and you have another craft that is above 70, it asks you if you want to bring all your other crafts back down to 70. If you aren't paying attention and you say yes, it does it automatically. If you say no, it allowes you to delevel it by leveling your other craft.
