soooooo, tiger stole will beat spike necklace until your ATT is around 175. the lower the mobs DEF, the earlier spike necklace will come out ahead, but this is about as close to a “general rule” as one could deduce on the topic.
but MNK base damage won't be 45 @lv21, it will be about 20-25 (h2h skill, rep knucks, 5-10 fSTR).
1/22 = 4.5%. add around 1% DoT from the 1-2 ACC, and it's about a 6% increase.
[((X+5)/(X/1.25)-.35) - .9]/.9 = .06
((X+5)/(X/1.25)-.35) - .9 = .054
(X+5)/(X/1.25)-.35 = .954
(X+5)/(X/1.25) = 1.304
(1.25X + 6.25)/X = 1.304

so, at around 115ATT, spike necklace will be better (when it raises fSTR). i'd say it's not guaranteed to win until around 150ATT, but they'll be pretty similar.
