I'd really be all for something like that. Granted I usually don't have too much of an issue in regards to the spells I make sure to set, but I'm the kind of player that likes to have like a sleep spell or something available to me should I need to cast it, but unfortunately my current spell sets don't give me the room for a utility spell like that, and my actual need for the spell isn't consistent enough to where I'd want to make room for it. Having the ability to just cast any spell from my repertoire, even if it's just once every few minutes, would be welcome.

My general thought is all spells should be available, but if they're not set, you don't get the stat bonuses, trait combos, don't work with JAs, and have tripled MP costs and like 300% increased recast times. There's still a lot of stuff you'd never cast at 99, but it'd still be nice to have a slightly larger library to work with.

Quests requiring ilvl tier gear to complete could also be used to up the set point cap at 99.

heck I'd even be into a second tier of spells selection where as you say the spells don't give bonuses/traits and cost more MP etc.
