Form a party with a higher level friend, they tank the Mob you use Ninjutsu on it. You aren't interested in EXP but instead skill-up so not getting EXP shouldn't be a problem.
As far as skill-up goes refer to this post I made. Skill-up will happen more if the mob isn't too far over your cap.

BST is probably the best job for kiting the Mammets. A well-played BST can kite the Mammets for the majority of the battle, taking minimal damage.

From 56-58, I would recommend Toraimarai Canal at the Windurst Walls entrance. Bring up a Dark Aspic from the first map and fight the bats (58-60). The bones nearby are 60-62, but are certainly not impossible to kill with 1 slime.

Desynthing for skillups is not as bad as everyone thinks it is. You just have to do a lot of research, and take advantage of ideal situations.
Sometimes you can turn a losing venture into a profitable one by using desynths. I did this from level 41 to 42 in Goldsmithing.

If I could catch two or three stacks of moat carp in an hour, that would equate to 8-12k. I have been fishing since I started the game, so I could always make at least 10k per hour fishing...but in my opinion, it is a boring act |

Another lower level area with Fire Elementals is Mertiphaud Mountains. There are two spawn points that I know of. One is on the North half of the map and in the middle. The other is in the Southern 10% of the map also in the middle. Fire weather is rare at best in that zone.

Just another small hint with DOT attacks on you. If you talk with an NPC and leave it alone in mid conversation (with an arrow showing to press for more conversation) your DOT wont register and you can shout for poisona, erase, cure, etc.
