Down the stairs from the Chapter 2 High Elf town, Adunei, to the eastern beach in The Blighted Isle, is a small plateau with a bunch of corsairs and in the back some artists. On a bench behind the artists is a book that will unlock this achievement, at 44442, 23552. You do not have to enter the town, it is to the east of it. Destruction players can come up the stairs from the beach.
