Yes to answer your question. The keys are for the treasure coffer in the Tenshodo. Trade the key from gobbie to chest for an augmented item.

but if you go northeast slightly, then follow the river back down south on the other fork of the map from davoi, there's orcs there.
There is also a goblin in port jueno asking me to bring him these for a crimson key? Anyone know if this is a different quest?
