Honor Gear
Honor gear is gained through Honor Points.
Honor gear is has 2 main functions in the game, the first being to be a relatively acceptable entry level gear to both end game pve content and (mostly) pvp content. The 2nd function is that a certain quantity of honor gear is necessary in order to have a complete pvp set. As such both new players and veterans will particpate in the honor system.
Honor Gear follows the Arena Season. With every new season, a new bunch of "off-set" items are introduced, while the previous season's honor items are now available at a discount.
Arena Gear that is two season old can also be bought for honor, giving newer player a chance to stay somewhat competitive.
Unlike Arena Gear however, Honor gear is available across several level (from level 10 to 70).

Costs and Requirements
As of Season 4, most of the Honor gear has an Arena rating requirement on top of the Honor and Marks necessary to buy them.

Old Arena Gear
As mentioned above, Arena Gear that is 2 seasons old can be purchased for Honor and Marks. Currently, S2 gear is available for honor. None of those pieces of gear have any requirement on them.
