The pole you found ain't his rod, and he is superstitious about using another fisherman's equipment. Find his Iron Fishing Rod (Rdb) at 48.9, 48.4, further along the stream towards Lake Ousul.

There is a known error with the fishing pole: it is terrain-glitched. The result is that the object can only be clicked from a specific point because most of it is covered by "invisible" terrain boundaries that you can't see how to avoid. This has apparently been an issue for over a year and Frogster seems to have no intention of fixing it. Most players give up and abandon this quest.
