It may have be because San d'Oria wasn't in control of Satutabaruta at that time or that San d'Oria wasn't first in the conquest. Those would be my guesses.

In order to be able to buy the Oranges, 2 things must happen:
1) Sandy must NOT be in last place in conquest.
2) YOU must be from Sandy.
Sandy is in first currently on my server (as it usually is) and I can't buy them because I'm from Bastok. But, my friend can, because she is from Sandy.

I'm sorry, but San d'Oria is ALWAYS first on Kujata (once every 3 months bastok will hit first) I have never seen windy in first, and on top of that i have seen windy beet bastok, but i hate bastok, so thats ok.

Windy is almost always first on Fenrir. Sometimes Sandy will get it, but I've never seen Bastock in first. Funny how it's different on different servers.

In fact, Windurst is now in first place on Kujata for the second week in a row, and San d'Oria is now in third. For the past several weeks, Windy and Sandy have alternated first place and Bastok has stayed in last.
Nothing in this world lasts forever :) Although honestly, I wish San d'Oria were not in last place right now, because all 3 nations are TIED for the regional Faerie Apple vendor, so nobody gets it. That means only a few apples are available from the Cooking Guild each morning and that's it for the entire world.
