Check the Regional Status. If Sandy is in third, they might not sell them at that time. Goto the city in first or second.

she's standing just outside "Taumila's Sundries".
The vendor is always there, but the bard scrolls are only available for purchase durring the daytime. If you speak to her at night, she only has the fishing gear.
I am thinking this vendor must be conquest based. I went to this NPC at 20:03 and both threnodies were for sale but other than that she only had little worms and willow fishing rods.
