what he sells depends on the area that sandy controls not the rank
That's only for regional vendors. This is a normal vendor. The only things that affect what she sells are Sandy's conquest rank and your nationality (some normal vendors will not sell certain items unless you are from the nation they are in).
Oh goodness, is that why I never see mushroom soup for sale >.<;; I feel like such an idiot-thanks for the tip =)

not true, san d'oria is in 2nd place and I saw delicious puls and vegetable soup as well.
