She is a He, Tarutarus with two names are all male. ^_-
YOU really should mention he is on the north map since there are two maps in windy waters. And it would not hurt to mention he is near exit to West Sarabutara
o, by the way, its on the North map near the west sarabatu-whatever gate. hope this helps :P lol

Prices are based on fame, and not these prices exactly. It's nice to be able to compare without travelling all the way accross the world though.

He charges me 32 gil for Oranges now that I have level 4 Windy fame, and I could have sworn he sold them for the same price at level 1 or 2.
That's because with such a low-priced item, there isn't much of a price drop with higher fame, so it's only a difference of like 2-3 gil between level 1 fame and max fame.
