You have to be in the 2nd part of Waters, continue going down. Windy owns the region here. but I stll cannot buy... must need fame or something

Remember that waters is pslit into two regions she is in the lower one by the fork
I tried to buy something from her and she just said something along the lines of "This looks like a good place to setup shop - lots of passer buys." Windurst was in control of Elshimo Lowlands but beastmen controled the highlands. Is there anything more to this?

When Beastmen control Elshimo highlands, Fomina does not sell anything here and says

incorrect. Windy is in control of lowlands, and beastman control highlands right now. And this vendor is still operational.

The map for Windurst Waters is divided into two sections you may have noticed. If it's not at D-8 in one section, look in the other
