Supposedly, but your information is incorrect. Ferchinne's purpose IS to give a quest called "Fly High" but this quest's purpose and reward is mistmelts. Hippogryphs can drop the previously ex, now non-AH hippogryph tailfeathers, two of which are handed in to Ferchinne in return for one previously rare/ex, now only ex, Mistmelt. This mistmelt is to bring creatures who take flight back down to the ground, noteably Ouryu for the Riverne - Site #B01 mission called Ancient Vows. Although this may work on other flying creatures, such as Tiamat, I can only confirm its use on Ouryu and only in the mission BC. This quest has no relation to the map of Phomiuna Aqueducts (which I'm regrettably still researching).
