Saw one, VT at 72. First non-BC mob I've ever seen that can naturally cast Hastega/Slowga/Paralyga too, so it's PROBABLY a WHM mob.

level 80, lol. i wish I'd have known. we had an XP party in the area 58-59's. pulls were super slow cuz a group of 75's came in trying to get some ra/ex item for a quest. so we ended up pulling this guy.

holy crap. i managed to warp (escape, whatever) us out before anyone died. and actaully nobody was really in danger of die-ing as long as the whm had mp, so we didn't warp right away. It was interesting to watch our futile attempts at moving his hp bar. we took a sliver off after much nuking (2 blm's) and a big weapons skill (ramapage from our awesome war). so since our pld was having the snot beat out of him and we didn't want to tap the whm (cuz then we would have death), i made an exectutive decision to get us out of there.

all in all though while it was exciting, but sort of put a hamper on leveling, as the party broke up then despite no deaths.

I heard he was level 80. Like the Moblin Gurneyman is a few levels higher than the Goblin Freelance (in Oldton Movalpolos), the Moblin Scalpelman is a few levels higher than the Goblin Swordsman. He casts some nasty AoE buffs, which of course, hits Moblins, Goblins, and Bugbears.
