Ominous Cloud travels with the circus. He'll be in whichever nation is first for conquest results. If two nations are tied for first, the circus won't appear. Here are Ominous Cloud's positions:
Bastok Port: L-8
San d'Oria South: H-9
Windurst Woods: H-10
Trade him up to 7 stacks of ninja tool at once, and a wijnruit for each stack and he'll bundle them so they'll be stackable.

I went and talked to him because I have never seen him before and he seemed out of place with that traveling group. Well a bit in to the converstation, I found out he is the one that bundles the ninja tools like it says above. Of course if you've talked to him, he doesn't seem very happy and pretty much threatens to hurt you in a way. He still scares me when ever I see him.

i think he pops up in the country leading for conquest that week. windy is ahead on shiva, and he's in windy.woods near the ministry in charge of the cardians and the tree/fountain near where that mithra who bundles arrows sits...
That seems to be the case. When I sent in the screenie and the info, I didn't realize he travels with the circus troupe.
yup, i bet he is going after the Mithra who makes all the quiver for arrows and bolts.
