Ok i ran into this guy while screwin around as whm well me and blm tryd to duo and that didn't work:( So i went back and changed to thief and got a ninja friend "Gyomi" and a blm "nightkilla" who was burning pudding's atm.
And we went down and foguth this guy i pull him to zone to ward off the links.
This is a monk type NM that does hundred fists like eefry 5 minutes so when it would do it we would kite around. We would do Ku>>>DE>>> distortion>>>> freeze 2. ^^ that was our stategy. I can confirm that is drops Mercenary Subigar which has def 39 resist bind and in besieged has counter+5 which would be nice for any monks @ level 70 gear. then we left there and got the energetic eruca or something but no astral staff drop:( Give my props to my crew for bein adventurous Nyla, Gyomi, and nightkilla!!!

I still have no clue what this mob drops. It agros by true sight.

I'm a 75 RDM, and trolls in the vicinity read Decent Challenge. I went as RDM/BLU and pulled this NM to the nearby zoneline (linking trolls and agro'ing a lantern or two) and then zoned back in to try to solo it with DoT. Normal tanking was no problem with terra staff, umbra cape, jelly ring, cocoon, phalanx, stoneskin, and a fishkabob, though this mob hits like a T or VT troll monk. Like most trolls, gravity is too much of a pain to stick, and bind didn't land in the few tries I made. And while an even match Troll would read low-evasion to me, I had probably a 50% hit rate on this one with my sword. I also had some trouble landing other basic enfeebles at 288 skill, and it kept interrupting any of my mistimed spells - definitely not a decent challenge level. Fortunately, after landing slow, an RDM just needs a little timing practice to cast stoneskin against a monk mob.

I died when it used hundred fists at 80% HP and proc'ed petrify. I reraised but didn't try again - it took me about 10 minutes to get that 20% HP damaged. Other than the 2-hour, I think I'd have been fine. Normal rock throw petrifies for a minute or less, and at 25-30 average a punch (80-90 criticals), tanking wasn't a big challenge. Enervation hurts, but with slow and paralyze (from ice spikes), I didn't take much damage there, either.

A couple level 75s including a paladin, white mage (Stona/Erase), and red mage (Phalanx II) should be able to manage this.
