As of today's update, you can buy items from other nations, but at a higher Allied Note rate... kind of like conquest points.

You have to be Bastokian[S] to obtain the last tier of items since they are r/e but the rest of lower items can be bought on AH since they are just rare.(exception being sprinter's shoes which can be bought at any past nation)
