Take note that the message was posted in July, long before Vrtra and Tiamat existed. At that time, Kirin was the highest level.

Kirin is the highest mob in the game that I know of, and he's level 90. So yes, they do clear level 75, and they go way over...

Just because the player cap is 75 doesn't mean the monsters are capped at 75. Most likely they go up to 80 or so, so that there are still IT's to level 75 guys. Since they don't seem to design anything in this game for the solo player, doesn't seem unreasonable that they keep in some creatures that no one can kill solo.
