i am doing the quest right now, and i just need to find out this, i still neede to reach lvl. 26 though, not strong ebnough yet.

Guess you know by now, but they don't always drop the plans. I happened to get one in Ghelsba Outpost right outside the zone to Yughott. And killed alot of other Serjeants (it's SerJeants, not SerGeants - orcs can't spell :).
