After trying this ~15 times i can say it for sure:
1- Who stops fishing for a long time or log off and log on after a night (just an example) have higher chance of catch the devil manta after max 2-3 pops.
Be aware that i said "higher chance", not 100%, in this game nothing is 100%.

2- changing fishing spot often give higher chance too.

Maybe SE implemented these 2 points to avoid GS farming.

A long time ago SE implemented a patch whereby the longer you performed an action in an area (at least, iirc, it was performing the action, not just being in the area), ie fishing, logging, mining, etc., the less you were able to get, and the lower your chances of getting more valuable items. I don't know if there's a set time before this degradation occurs, but I would assume at least a short period.

The patch itself was intended to prevent hogging of resources, long before gilsellers were recognized as an official problem by SE.

i tried a lot of "legends" in these 3 weeks to understand if they where real or not:

1) higher change to fish the manta with composite rod + fly lure (everybody use it):
-false: i used halcyon + sabiki rig / minnow and i always fish it up at least 1/5 with crowed camp, 1/2 against less than 5 players.

2) if 2 pugils are fished and alive, you can only fish the manta:
-not totally false: with some friends i fished up 2 pugils with the same rod, then untill we killed them we caught up 2 crabs (same rod here too) and then, the devil manta, so we could think that there are 2 pugils, 2 crabs and a manta in the small lake... But using 2+ different rods we broke up the "limit" of 2 pugils with something like 4 pugils and 3 crabs... i think that every rod can fish up 2 pugils ID, 2 crabs ID and a devil manta, so, the more rods ppl use, more monsters can be fished up (but always only 1 manta). So, if everybody use the same rod, after 2 crabs and 2 pugils, only the manta can be caught (--- i'm still testing this, is hard to keep them alive, is always crowed ^^ ---)

3) if the manta is a lottery pop form crabs and pugils, when the manta is fished up, pugils and crabs istantly repop allowing ppl to keep them alive until the next manta pop, then kill them all and fish only the devil manta:
-false but still testing: that's very hard to test when you are alone, you must fish up the manta, keep it alive, and go on fishing, and since i'm a sam/dnc i can't sleep/bind it and go on. While fishing alone with manta up (claimed on me) 4-5 times i got a !!! with that ******* hitting me to death but i still couldn't know if was a rusty cap or a monster. Since this test costs me lot of exp i don't do it often, but i'm planning on stop this because i got something like 6 GM calls for fishing bot, and everytime the GM comes to /tell me i have to explain the situation, i am tired of this so thank you to all ppl that even after i answer their tells (i'm not afk, idiots) they simply have fun on calling GM to have less enemies in the angel skin farm. Maybe i'll try it again with a party, but why should i test this to let idiots GMcaller players learn something from my exp lost and GM funny chats?

4) who fish after a long time from the last time as an higher chance of fish manta up:
-true but maybe just a Murphy Paradox: You are fishing since 5 hours, you are like 0/9 on it, a new player come near you, waves you, starts to fish... and after max 1-2 pop claims the manta -.-
another test: u have the angel skin after 22345 hours of pain, u sell it in AH with a relaxed smile, log off FF and go to sleep. The next day you try it again, and after max 2-3 pops you claim it O.o you think is your lucky day, but after another 5-6 pops you still haven't fished up it again... that's maybe the same thing that raybard says (about the low level memeber in party), could be a kind of "hate" or simply a SEs way to avoid continuous angel skin farm from Gilsellers.

The Devil Manta: Revealed

Ok I see a lot of incomplete or inaccurate information so I hope this might set the record straight...

The Devil Manta that drops Angel Skin can ONLY be caught in Kuftal Tunnel after the Goblin Bounty Hunter update. To get to the fishing hole go west/northwest from the main room on the main map (where Guivre, Amemet pop). Head straight into the tunnel (Recluse Spiders then Deinonychus along the way). You'll head to the pool on the northern end of this map. The Phantom Worm (spawned by trading a Darksteel Ore to a ??? that bounces around every 5 seconds) is located at the fishing pool. Kuftal Digger (worms) spawn on the pathes leading up as well as occassionally by the pond.

The re-catch timer on the Devil Manta is 12 minutes after last one was killed. I have seen it take up to as much as two hours fishing by myself as well as having a lot of people fishing.

I have caught many off of many different rods and baits...
The rods I can confirm are: Lu Shangs, Composite Rod, Clothespole... and would believe any rod designed for "catching large fish" would work as well.

I have also caught it on a variety of different bait including: Fly Lure, Shrimp Lure, Minnow, Robber Rig, and Rogue Rig, making me believe any "lure" type bait would work as well.

However I will note that it seems that at certain times, certain baits work better. Example: I'll catch 4-5 in a row as the only person out of many using a Robber Rig then not catch another on it for days. Same is true with Fly Lure and other baits listed.

Also, I have noticed the Devil Manta is considerably easier to reel in on a Clothespole in comparison to any other I've used. My fishing skill is 0 on my main character and 95+3 on my alt character. Fishing skill level has nothing to do with catching the Devil Manta.

Another thing I've noticed is whenever I've taken a lower lvl friend with me (40's-50's) it would appear that they ALWAYS seems to catch the Devil Manta at a much higher percentage. Perhaps is coincidence or perhaps is catching aggro somehow... lol

Here's what I've learned so far:

a) Only the devil manta in Kuftal drops angelskin, has to be fished.

b) Preferred rod/lure: composite/fly. However, am going to start using Halcyon and worm lure and see if I can also skill up fishing on giant donkos and sandfish. Composite/fly will only catch mobs and rusty gear.

c) You do not need to be an uber fisher to pull up the manta. I have 25 fishing and fish without fishing gear. Last week got the timing right and pulled the manta 4 times in a row. Got a LOT of evil looks and a couple of "How do you bot the Manta?" inquiries.

d) You can pull mobs, rusties or fish during the 10 minutes after ToD, and then you want to be very careful on what you catch -- you don't want to be fighting a pugil or crab when the manta window is open. After a couple of catches of the manta, you will recognize it right away, and you can release the other mobs or rusties. I have never seen it pop earlier than 13 mins after ToD, nor later than 19.

e) Lastly, a 75thf/nin can solo the devil manta without any danger at all. I wear O-Hat, SH and dodge earrings (sorry about that..), and with utsusemi ni/ichi and only 2 levels of eva merits, I might get hit 3 times fighting the manta, and a couple of bloody bolts will take care of any damage. I have seen 74-75s solo manta easily on following additional jobs: whm, rdm, nin, rng and drk. I am sure that just about any other 74-75 job could solo with ease. However, I would guess that if you were lower than 70, it could be quite a fight.

pop time is 10 minutes from tod.. however and this is a big however.. if someone catches on its line, and loses it .. then the timer gets all ????ed up. I have spent over an hour down there(close to 2 hours) without a pop.. dont know if peeps keep losing it and messing up the counter... so.. in a nutshell, the best time to camp is when not many peeps around because that makes less chance you not gonna get the claim, but more importantly no one who is newb gonna mess up the ???? timer. I would much rather not get the claim and cheer someone on, then sit there for 2 hours with no pop.

I need to start fishing up some of these for my bonecraft. Where precisely in Kuftal and/or Teriggan do you fish for them? Only a 25 fisherman, so have not fished in those areas before. Any help would be appreciated in advance :)

I was fishing for these today before Maint. Went for 2 hours without fishing a single one up. Then at 11:05 est (5 minutes after Maint "started") I fish one up. I chainspell nuked it, got the angel skin, and then I got kicked off the server. Good times.

Anyone notice the decline in reels for devil manta after update ? Been there every night since the update and i don't see anyone reeling in mantas the 4-6 hours I am there XD the GS are gone too. Its just a repetition of " You didnt catch anything " for 15 min then mobs for 10-15min and then another block of not catching a single thing. Any ideas or just extremely bad luck ( AH is now dry of angel skin too )

I've been fishing Devil Manta in Kuftal Tunnel with no fishing skill, I get Manta and skins but I've been trying to find out if the Devil Manta can still be fished up in Cape Terrigan.

As far as I know he can and he still drops the Angel Skin... but do you need real high fishing skill vs. the Kuftal one where you don't need any at all?

I used to camp this thing with a friend of mine. You don't need any fishing skill. It can be fished up 15-20 minutes after the last one is killed. I used a composite rod and a shrimp lure. You can tell when you're fishing up the manta. He's harder to get down than a regular monster. After you fish him up a few times you know when you've got him on your line. So you know when to just let things go so you don't waste your time. Also if you let the manta go when it's on your line you have to wait another 15-20 minutes for it to repop. You can get the manta every time. I've done it and it's really funny when you do it cause people get really pissed off and accuse you of botting. I'm on Ps2 so meh they can think what they want. Also even if you have TH it doesn't make much of a difference. We've gotten 5 in a matter of 4 hours without TH and with TH didn't get any. So really it's a pain. Good money though. I highly recommend it if you've got the time.

Hey I had the same problem as Hang, was there with a friend for nearly 2 hours and the GSers weren't fishing at all. In the 2hrs I fished nothing came up which confuses me cause doesnt its pop window open 15mins after last catch? Could someone explain if maybe SE raised the time or something is just wrong?

usually gilsellers and other players were overcamped it. Last night

kinda suprised and i fishing for 2 hrs none of Devil Manta hook up???

yeppers devil manta still there RMT's will leave there when and if a bigger target is up. <HNMs> They like to camp things out in order so if you ever want to track some HNMs' find a rmt who leaves certain areas do a /sea all. If you track them and see where they are going you might be able to get a simi ToD yourself :P. As far as the manta he is still there we just got angel skin from him the other day and we had kuftal tunnel all to ourselves so needless to say was a good day. As far as fishing up devil mantas yes there are ways of doing it and doing it right. If you havent noticed devil mantas dont get pulled up easy, so if you pull up every !!! then you going to be wasting your time fighting mobs......So choose wisely and your not going to get manta everytime but use your head. ^^ gl

Your all stupid devil mantas arent hard at all, if a 70rdm is soloing it how is it so ****** crazy they are way too weak im 70 and ive kileld hundreds for charybdis, i soloed charybdis as 70rdm/bst now its not hard as long as u know what ur doing and u got ur enfeeb magic+ gear

If a devil manta is up and floating around, it does not drop angel skins. The onlt devil mantas that drop angel skin, are those that are fished up. In order to even reel those in with any frequency, you need to be 75+ fishing. And the drop rate is horrible, so you'll want TH2+ if you want more than 1 a week, from what I've been told.

you can fish devil manta up with lvl 0 fishing cause i have fished him him a bunch of times and my fishing is lvl 1 lol. so yeah you dont need 75+ fishing.

Not sure about the angel skin drops on these but hey if these drop them im up for killing some. As for soloing, when I was a 69 rdm i soloed one with dagger taking pretty much no dmg whole fight so basically your fine around lvl 70 ish. Also yes these are weak to magic so if you want to sleep/nuke that works great too.
