Well I decided to do something that was very, very, very suicidal. But it worked.
I did this as a lvl 54 WHM, I noticed that my enfeebling was well below the cap due to partying with a lot of NIN and RDM. So, I couldn't stick a spell for the life of me. So, I decided to go into Kuftal and find a nice spot to enfeeble worms for practice.
The Reason this was suicidal because Robber Crabs are just about everywhere there are worms. And if I got bound and couldn't stick silence in time I would be hit with Quake. To compensate for this I made sure Shell II, Barstonra, and Stoneskin were on at all times.
After searching for a while I found a spot where only two worms popped, and only one Robber Crab. The crab didn't worry me too much because I was right near the zone line and there was a party near that kept killing it. But, no matter where I stood, I couldn't get close enough to one worm without staying out of casting range of it's friend.
Eventually I gave up and decided to silence both worms. This sort of worked out. I eneded up having to cast almost nothing but silence and when it stuck on both of them I then tried to paralyze them. There was a couple of times when I had to renew stoneskin, but I was never in a desperate situation. And when I did have trouble sticking silence when the worms were casting Quake I was able to run out of they're range.
In the end I was only able to do this for about 5 to 10 minutes, because I was doing it while waiting to do something else. But in that time I managed to get to full skill levels. Next time I'm gonna bring a Goblin Mushpot to see if it will help me stick Silence better.

Well, I tried to do this 3 more times with more time to waste.
The first of the 3, I did okay, but it wasn't nearly as fast at skill ups as the first time I tried. It looks like I only manage to get skill ups when the spell takes hold. So, I got very few skill ups off of anything other then Dia II. So, for anyother mages looking to do this sort of thing, try to find worms that are EM or T.
The Second try in the 3 attempts I met Guivre! I saw a dead guy laying on the ground, so I decided to help. But, unfamilar with Guivres pattern of travel, I stupidly stood right in his path. Guivre appearently wasn't used to this, since it stared at me for a second. But, really, Guivre isn't that bad of a Wyvern, if doesn't take your head off at the first go, he is quite happy to finish the job. This was actually better for the guy I was about to help, since a lvl 75 WHM came through and Raised III both of us.
The third and last attempt was not as bad, but still not that great. Guivre was out again, and since he was roaming there was only one party in the zone, and I couldn't find any worms a safe distance from the crabs.
