do these only spawn next the the ash dragon?
No, they also spawn over near the Hurricane Wyverns, where Vouivre spawns. That's probably a safer camp, as well.
And no, these aren't related to the spawn of Ash Dragon in any way. I believe Ash Dragon is just a 21-24 hour pop or something like that.

On a related note, are they placeholders?
Nope, the NM lizard is a forced spawn from a ??? right in the middle of a group of lizards near Vouvre. Bombs and nightmare bats also spawn in the exact same area. It's a real garden spot... Easy for bsts though.
