Ya, I'm guessing its the same as the Moogle Rod. I know a guy who got that last year for attending the Convention in Cali. Anyway, If this rod gives the same gift, it will be a moogle pie.
Actually, i just noticed that this rod is 50/50 uses. The Moogle Rod however is unlimited amount of uses.

It was recieved if you attended the FFXI convention in California last year and probably the same for Japanese players just the year before.
There was also a rumor that during the 2006 Adventurer Appreciation Event that Nomad Moogles would give it randomly just as they gave the bronze silver and gold moogle belts.

Actually, the one you got for attending the 2006 Fan Fest was a Moogle Rod, not a Nomad Moogle Rod. However, the stats and enchantments are the same.
