if anyone can find info on which assault SM rank the appraised item can be obtained from let me know
Well, I really truely hate to be the barer of bad news, but ... Your going to have to crank out countless hours of assaults to get this puppy. I really want this club bad. I started researching it on the japanese sites.

After further reading into the page's entry ... I've deducted that it is from a SM ranked assault. Its not a "point driven" item but rather a ??? appraised item. I would love to see the day I get SM rank and appraise a box ??? and it becomes this puppy.
Its not 100% this is the only method to obtain this item, but i would assume so since most of the new items that are appraised are only obtained via appraisal.
Hope this is of some help in someone actually obtaining one of these. I can't imagine its that good for any job other than blue mage knowing what other jobs have available to them.

Though this has that nice MAB+5 on it, it lacks the +elemental skill per element that the staffs have, so I wouldn't use this for any serious fight (NM/HNM/etc). But definitely a nice toy to play around with.

if you didn't realize it already this is the same magic att bonus as all the elemental staves... in a club... so you don't have to switch items with each spell... and you can equip a genbu's shield with it. Noice

No it doesnt have the same MAB bonus as a staff. 10% on NQ's 15% on HQ's. No comparison to a staff for power or resists. This thing is really of no real use. But hey I guess what it is is kind of cool.

it may have the same Matt+ but it lacks the +element skill per element, so I wouldn't use this for any serious NM/HNM etc fight, but definitely for soloing and playing around.

MAB +5 on a weapon?? <Yes, Please>
Well from what it looks like, I'm a be hunting me this for fooling around with on Black Mage. I've already collected a Darksteel Kris, a Colichemarde, an Ivory Sickle, and a Shellbuster (which I'll replace with this). Hurray for (maybe not so useless?) weapons collections!
