While it does indeed lower the amount of tp you get, there are two other things happening.
First your DPS goes up because only your delay changes. Assuming you don't lose a hit for breaking 100, the tp gain is pretty negligible.
Second the TP formulas are not fully balanced, which if you go to the thief forums you can find threads showing that lower delay weapons gain TP faster due to this slight discrepancy.
Being able to hit faster is important for a lot of mobs where quality is less important than quantity. This offers accelerated consistency, as opposed to the critical hit or double attack grip where the damage is more chaotic. I'ld still take -3% delay over 2 accuracy or 3 str or something. There will probably be threads sprouting up testing its efficacy soon anyways, so time to wait.
This piece WILL ruin any sams current 6-hit setup.

This only applys if you can get your combined weapon delay under 180 for each dagger. So that dosent apply here. The only thing this piece will give you directly is 3% more DoT. Wont increase TP gained. On the other hand +3 str or any of the stat driven straps are NOT going to give you a 3% gain in DoT, again this will ruin a sams 6-hit setup. So this piece is great if you consisntly get over 103TP, other then that not so good.
For a 6 hit SAM above level 70, all you need to do is move from Store TP 22 to 26. This is very easy to achieve.
For other 2 hand weapon Job, lets say with no store tp and delay 450. Without sword strap it need 8.82756 hit to gain 100%, with this need 9.081234 to gain 100% what is the major difference.
But with sword strap you do get -13.5 delay , its like 3% haste on weapon.
