To be very specific, Fondactiont is in one of the rooms in I-6. This area is off the map where you would cross over from one area to the other.

Ok so before you can even do this quest you must have a Brass Ribbon of Service that u gain from the completion of a Campaign. Once you have that you go to Garlaige Citadel (S) and go to (I-6) and talk to an Elvann in a Blue cloak named Fondactiont. After that head over to Grauberg (S) (Connected to Pashhow Marshlands (S)) and go to (G-6)/(H-6) where you will find a ???. Talk to it and you will obtain a Ornate Package. "Note: The rock is about 1/2 way down the waterfall. Do not drop all the way to the bottom before getting your package! Enter the river spot from (G-7). It is a one way drop to the NE." After you obtain the Package head back to Garlaige Citadel (S) and talk to Fondactiont again. He will then reward you with the Scroll:Recall-Pashh. Congrats on obtaining this scroll ^^ BTW this quest will be known as "The Fumbling Friar" in your quest log.

To clarify... this guy is at I-6 on the first floor map (as opposed to the basement levels) in a side room.

The telecrystal can be found at J9 in Pashow.

You get this spell from the quest "The Fumbling Friar".
Talk to Fondactiont (I-6) in Garlaige Citadel (S).
Go to G-6/H-6 in Grauberg (S), and examine the ??? in the water to get the Ornate Package.
ATTN: The rock is about 1/2 way down the waterfall. Do not drop all the way to the bottom before checking the ???! Enter the river spot from (G-7)to the NE.
Go back to Fondactiont to receive your scroll of Recall-Pashh.
