I have this, and it's Campaign: Magic Accuracy +15, not +20 as displayed in the pic above.

The +2 Magic Accuracy outside of Campaign is correct.

edit: This is Fourth Division gear. You may purchase it with Allied Notes in Bastok (S) from Millard, I.M. when you've been awarded the Starlight Medal in Campaign.
