Ice, Fire, and Lightning Arrows are all equal here. I used them to skill up until i could start making scorpion arrows without breaking too much. I would recommend using whichever of the elemental arrowheads are cheapest, or (it it makes a profit) whichever arrows sell for the highest.

I'm lvl 50 woodworking right now, and I just broke 2 stacks of crystals to make 3 sets of Scorpion arrows.
I NEED a bridge-synth and these look to be the only things that can be done... Anybody have any opinions on this? I'll probably take these 'till 56/57, so I'll post my results here. Also considering Ice arrows, so I'll post there as well

these are horrible to skill up on, especially if you are stuck on 50. I couldnt get a good frequent skill up at all on these and scorp arrows break too much at level 50.

just a general point but after lvl 50 on any skill, skillups tend to come rather slow. find something you can synth frequently and sucessfully and just keep plugging away at 'er
which on Titan is deffinitely Scorp Arrows. Very Cheap to make if you have Lumberjack for the Arrowwood Lumber.
