I'm currently leveling cooking on these, then using the meatballs with gimpy rods on the boat for rod break/repair to level woodworking through 20. I have been getting occasional fishing skillups along the way too. Multi purpose! :)

I skilled up a couple levels on these. They're cheap to make, but the flour doesn't stack, and they sell very slowly since they are mainly used to catch legendary fish. Very few fishermen use them, and those that do tend to make their own.

I still have three stacks sitting around on one of my mules - they may just get NPC'd, or I'll wait until I'm in Selbina or Mhaura, and hawk them to the folks waiting for the boat, maybe :).
error?

I tried to make them. But, the system said that my ingredients were wrong. I put in San d'Orian Flour, a slice of hare meat, and distilled water into an earth crystal and it wouldn't work. Why is this?

I use Composite fishing rod and Meatballs mostly on the boat. They seem to catch sea monks and i caught a Sea crab last night that gave me a Rare/Ex Bronze box. (If anyone knows what to do with the bronze box let me know please)

The bronze box is used in a quest in Windurst for the Windurstian Times, the local newspaper. Its in South Windurst Waters, you should be able to find it on the site's quest list. Its called "Making Headlines" I think. You need decent fame to do it and theres a quest you have to finish first to get it, which is a little annoying but not hard.
Catches?

Does anyone know what type of fish this bait catches? I know big fish, so no smart alecks. Is it for fresh water or salt water? Or both? Just wondering

These are often used to catch legendary fish. I'm not sure if all can be caught on it but I know Titanictus, Ryugu Titan, Sea Zombie, and Cave Cherax can all be caught on it. Since many high level fishers have cooking to 35+ already these don't sell as fast as insect paste to the AH. Still there is a demand for them, just not like paste.

Big Fish? I use it in W Saru to catch dark bass in the little pond. It's one of the best baits to catch them with since nothing else in that pond (catfish, carp, crayfish) bite it. good for skill gain anyway. It also doesn't seem to catch nearly as much junk as the lures do.

Dark bass are a small fish. I catch them with a glass fiber rod.

Some of them do, especially the rusty caps that many blacksmiths use for lvling thier trade. Rusty buckets, on the other hand, get dropped from inventory all the time.

lol or toss them in your mog house and put them as funiture

I think they give +2 storage or maybe its +1

Either way i got like 12 in my mog house and they do increase fishing and give storage

Now i cant move them cause storage and mog safe are capped so i guess they will stay
