In the Grotto I can catch these really easy with a lvl 29 fishing skill, Haly rod + Minnow just don't reel in on !!!s you'll never lose a Minnow to a bluetail but if you hook a bastore bream it has a possibility of doing so

I can't imagine how this is a 55 skillcap. I'm a level 8 fisherman and can catch them on the ferry with a Halcyon rod and minnow lure, without getting a skill-up after my catch. In contrast, I was catching copper frogs at level 6 in the mine pool and getting .2 skill-up per catch.

with a fishing skill of 0 u can catch a Ryugu Titan (caps fishing 100 ) and won't get a skill up.
As soon as the cap of a fish is alot higher then your current skill, you won't get skill ups unless you're really lucky.

You can catch a bluetail on the ferry in selbina/mhaura with a hume rod and a minnow at lv 20+. You can also use a comp rod or a Halcyon rod. I wouldnt suggest anyother rod because of breakage.

Bluetail is found in Saltwater locations, including Battalia Downs, East and West Sarutabaruta, Buburimu Peninsula, Sauromugue Champaign, Qufim, and Ship bound for Selbina/Muhara. If you use a composite/mithril/lu shangs rod you can break it on the ship. Fishing craft skill level is about 55. The fish is considered a small fish. The fish stacks now. You can catch the fish with sliced sardine or shrimp lure and the fish sells to the fishing guild for 675 gil.
