At 48 fishing skill I needed one of these for the Guild test (none at AH). The Clanwind database suggests Halcyon and little worms should do it, but I went through 4 stacks of worms, and broke my line every time I hooked a Monke. In the end I broke the Halcyon >.> Don't belive everything you read there (Monke-onke catches like a monster, btw - big sweat and funky mob music), especially don't assume the Halcyon will behave like the Mithran rod.
I switched to Composite rod and Peeled Crayfish, and got it on the first try (Moat Carp don't bite on Crayfish).

By the way, if you need to fish moat carp, and don't care about getting skillups at the same time, thelake in E Saru. is a great spot - no crayfish/catfish and you can cancel the Monke-onke because its easy to spot them, which means you can use little worms - saving a few handfuls of gil and/or a trip to Kazham.

Thanks for the heads-up on the Peeled Crayfish.

I'm 38 Apprentice, so went to the lake in (F-9) East Sarutabaruta with my standard +4 fishing gear. Tried Halcyon and Worms and Halcyon and Worm Lure to no avail, so saw the above post and switched to Composite and Peeled Crayfish. 3 stacks of bait later and I had 6 Monke-onkes.

I can confirm that under the current fishing system, you'll get:

Something caught the hook! (Item, reel it in to save bait)

Something caught the hook!!!
You're fairly sure you haven't enough skill to reel it in (Monke-onke or monster)

Something caught the hook!!!
You're positive you haven't enough skill to reel it in
or
You have a terrible feeling about this one..." (Monke-onke)

Anything with "You have a bad feeling about this one..." just wave goodbye to your Peeled Crayfish and cancel, otherwise it seems you'll have a great chance at snapping your rod as well, or just losing your bait if you're using a Composite.

I think that during my 3-stacks-of-bait session I managed to hook 10 Monkes in total, but 4 got away to "Your lost your catch due to your poor fishing skill" messages, even though the fish energy was fully depleted and I was reeling in with plenty of time left. At level 38 fishing skill Monke-onke's are slightly easier to reel in than, say, Gold Carp.

i'm from Ragnarok server, fishing skill 24 (+4 from gear) and still have that lost due lack osf skill, even a fisherman i know has this problem being fishing 51 with Lu Shang. i'm not fishing this to get some extra gils, i'm doing this to win the selbina fisherman monthly conquest so i can get my pelican ring, and i skill up a little while i do this :3.

I caught one of these tonight. It was Ice day around maybe 18:00 at the lake with the big fish on the West side of East Sarutabaruta. My fishing skill was 5, and I was wearing the full set of fishing clothes (+4). I used a composite rod with peeled crayfish for bait. This fish sells for 2.5-3K on Shiva server AH. Later it told me that I lost a fish due to lack of skill, so I moved on.
