Balance Ring + 1 is the HQ result of Earth + Amethyst + Silver Ring +1. The key is using HQ ingredients, which can result in an Amethyst Ring, Balance Ring, or Balance Ring +1. I can't confirm this because my goldsmithing level isn't high enough, but that is what my research tells me.
They cost 75k on my server :(

wow im also on caitsith and every other server must sell for high. prolly in part of me, i make balance rings ^_^ . Sell them in my bazaar out of Jueno for 10k. i can also make most any other ring so if u see me ask and i'll help ya out.
These are a must for an Elvaan samurai. Unfortunately they are 28k a piece on Fairy =\
