Yagudo Prelate's in Castle Oztroja drop this scroll. I received one just the other night in a skill-up party.

This spell is obtainable other than from Taza. Does anyone know where you get it from? As of today it doesn't have any linking info :(

Yes, RDM can get this spell. It is level 69.
Can RDMs not use this spell??

If you were so smart enough to figure that out then you must have realized that ALL the items listed here DOES NOT have all the information at time of posting.
SOME people need to stop acting like they have their names listed in the programming team of the game.

Um, what the heck are you talking about? I know that when an item is added to the site it doesn't always have all the information about it. Nairop had said the item wasn't posted until today (which he said on October 20th). I questioned how could Kingjord could have possibly asked his question on July 22nd if the item wasn't added until October 20th. Obviously the item was added before October 20th.
I don't quite know what you're talking about when you mention the programming team of the game...

Again, if you look closely at when The Glorious Kinjord posted his question (Jul22) you can tell that his post was the first one for the item... which was a valid question. Zaliver was trying to be a smart *** and post that Cagekyrra mentioned it already on (Aug11). So, Mr Scholar, answer me this... is Aug 11 before Jul 22?

Yes, clearly Kingjord's post was the first one for this item. Then Cagekyrra answered his question (how do you answer a question before it is asked?). Zaliver then wrote that Cagekyrra had already answered his question, under the impression that Kingjord had posted after Cagekyrra.
Then Nairop made this post:
The flaw I saw in this post was the part where he stated "this item wasnt posted until today". By item, I'm assuming Nairop meant the scroll of Aero III. Examining more closely, I suppose he could have also intended "this item" to mean "the information that this is available for RDMs at lvl 69". However, that would be quite a confusing way of using the term "item" since generally we FFXIers think of items as those things that fill up our inventory/MH/storage spaces.
I see you are on the Valefor server. Have I met you in-game and done something to offend you? That would explain why you had to be such a smart a** to me instead of just saying "I think when Nairop said item, he meant that the line stating that this is available for RDMs at level 69." presuming that's the thing you are attacking me over.
