Panzer is for Genkai 5, not 4, 4 is just talking to people in towns.

A better question is WHY OH WHY couldn't they have made this cap ABOVE Maple Sugar?!!!!! Maple sugar is one of the most common Woodworking skillup recipes. Unless you level cooking also (which I don't... can't afford to skill 2 crafts at once) your best bet is to vendor them for next to nothing... really wish I could use it to make this stuff.
