I don't think it's 2MP/tick. AH history on this item is weird. There is always a couple on sale, but the sell rate is incredibly slow. The ones that have been sold are moderately priced, so it's not like a crazy number so no one can afford it. NQ vermillion on the other hand sells like hotcakes. Lots of NAs are rich enough for vermillion now, and many are also rich enough to go for HQ. Same is true with JPs... so why doesn't anyone buy this item? My guess is that the only thing it offers more is 10MP, hence no one ever bothers.
Well I just crafted this one, I was trying to craft the ver cloak, and it was my 1st try, but some how the royal cloak poped up, guess it's my lucky day.

Verm = 1mp/3sec Royal = 2mp/3sec that in itself is well worht the extra million for a SMN
Nope, Royal Cloak is 1mp/3 sec, your paying the extra million for the status symbol of it. Just made this mistake /sigh

on asura the price of this was normally 3mil but droped to 2.5mil but vermi cloak is 2.2mil so i bet vermi gonna get droped a lot XD

does the royal cloak have a better refresh effect then the vermillion?
It has the exact same refresh rate as the Vermillion Cloak.
Edit: Oh, and that rate is 1 MP per 3 seconds.

I saw a RDM wearing this in Qufim...thought...man I gotta get me one of those. But, seeing as how it can only be found/made through crafting, my hopes pretty much dropped.
I saw a hume Whm with this on today WOW it was awesome had flames and everything. It is by far the best looking tunic in the game.

*edit* oh and I have looked on 4 servers and there is NO auction history for one of these cloaks and never any for sale....so if the normal sells for ~2.5mil one can only imagine what this baby goes for. @_@
