great for ballistas sleepin a blm before that AM. As soo as i get my bow's skill up(yes with rdm) i will be investing into some of these bad boys.

is there a certain attribute or stat that increases the activation rate?
as some ws, dmg is reflected by STR is this same theory existant towards these sleep arrows?

Skill level. Activation rate is effected by skill level, but the duration of the Sleep (And, on Fire/Lightning/Ice arrows, damage) is effected by INT.

Holy Bolt damage is effected by MND, btw.

I use them to farm creatures in areas with lvl caps.

on toughs seems to activate 80% of the time and sleeps for about 15-40 seconds on vt its about 60% wakes up in 5-15 sec and IT its 30% wakes up in 1-5 sec ><

I decided to try some out myself... it seems that these arrows actually have a fairly high activation rate.
A ranger could almost safely solo DC or EM mobs. Granted it will take a little longer then normal.

A high level 74+ ranger could solo VT mobs with these arrows. Even against VT mobs the arrows have like 3/4 activation rate.

I tried pulling with sleep arrows in crawlers nest.
they are good to use in confined spaces where u have to get close to you're quarry to make the shot. the short sleep interval (about 5 seconds on an IT ) gives you time to put distance on the mob and perhaps avoid getting roughed up.

i would say the puller would have issues if the monster slept. it would give other monsters time to link up with them.

would be good for a secondary person to have to be able to help handle links or aggros. shoot the new monster and handle the old one b4 it wakes up.
