No, that's not a benifit of the set. There is no benefit from the set. As long as you're taking a choco from one of the three main city stables, (Windurst, Bastok, or San D'Oria) and you already have your Chocobo License, you can take a chocobo as early as level 15, with half the ride time and with no effect from ride time duration increase gear. As I said, the full set of this gear doesn't do anything special at all.
I think your fame has to be a certain lvl also to ride a chocobo below 20. I wasnt able to ride one till i was lvl 17.

I have a set ,the benefit is the abilty to ride a chocbo at lvl 18 instead of the normal 20, so not a really big benefit but it some thing.

If you are a WAR you want these unless you get LB, you should wear these until 21 when you can get Beetle +1, you may not want to get rid of them then either.
