In the latest update the Opo-Opo Crown has changes in appearance. Now it looks like a small crown in the picture and shows up as a small tiny (quite funny looking) crown on the players head. Hilarious to see on a lvl 75 hardcore paliden Galka. (stats have no changed)
Yes, this piece of armor is all about food effects. You get some amazing results while wearing this piece of armor that can make it well worth it. To my understanding most of the efects aren't even known but a good list can be seen by checking out mystertours food effects listing and looking for the purple *s.
It seems likely that it'd have something special to do with it, as the quest for it is rather difficult and time consuming.
In Kazham, you talk to Vuih Stecoppah, then you give each of to the following Opo-opo the corresponding item, which you can get from the way in parentheses.

supposedly certain foods have massive bonuses while wearing this crown (+100 MP +100 HP, +14 to certain stats). i can find some info on JP sites but nothing in english yet
