I gather its triggered by yellow HP and they sell on Remora for aprox 20-30k, good for a emergency macro i assume.

Are you able to obtain two of these? If so are they stackable, to "Physical Damage Taken: -60%"?
No, they're Rare. Can't own more than 2. Mules excluded.
Actually you cannot own more than one. I think lostnumber just made a typo when he said "more than 2".

This is a latent effect item.
