I think its Goldsmithing Skill 77, its writen there up ^^
Picked one of these up today, coudn't figure out how to activate the +14 mp.
Thats when I discovered that, not only do you have to be fighting in a region under your nations control but you MUST also have signet on. Once your signet wears off, the effect dissappears.

judging from the items... you indeed need pretty high level goldsmithing, and some alchemy could help since Mercury is involved

I can't find that information either, although if I had to guess I would say it's either Smithing or Goldsmithing skill about 65.
