Sha'ir Seraweels
The leathercraft cap for this is over 46. I decided to try and make for a friend on a whim and got leather synth support. I was Cloth 89 +2 (so 91 skills)and leather 46 +advanced support. I got a .1 leather skillup.
It was darksday. I suspect the leather cap for this is 50+ and could be as much as 55.

ah loooook must have.... ooooo ahhhhh .... now all i need is some1 to make it at a reasonable price.....
1.3 million on Kujata. No listing for the HQ. I'm probably going to spend every last piece of gil I have on this seeing I have about 1.2 mil now... Good item to go broke over I guess.

It's almost definitely a crafted item, I know that much... Considering that the Sheikh gear appears to be an HQ version of it.
Barring that, Either the recipe hasn't been discovered yet, some of the items required to make it are available from new HNMs noone's killed, or the items are sold in an area noone currently has access to. (I've heard rumors of Tavnazia requiring a certain number of CoP missions done in order to gain access, ala Tu'Lia.)
So here's to hoping someone figures out how to make it soon, and it's not horrily difficult to make. O.o
